I am reaching out on behalf of my client, Gabriel Noje, regarding the ongoing and unacceptable delays in obtaining the necessary permits for the proposed RV storage project at 650 S State Route 69. Despite submitting the original application in January 2022 and making every effort to comply with all requirements set forth by the Town of Prescott Valley, APS, and ADOT, my client is still unable to proceed with construction.
These excessive delays have resulted in significant financial hardship, with losses of approximately $10,000 per month just on interest payments. As of today, the owner invested approximately $480,000 in this project including drawings, calculations, drainage report, SWPPP, a cultural resources survey report, landscape design, soils report, deferred interest, etc. without having the ability to even start with grading and drainage construction. More concerning, however, is the apparent lack of urgency, transparency, and fairness in the way this project has been handled. My client, like all property owners and business developers, has the right to expect a clear, reasonable, and efficient permitting process, not unnecessary obstacles and bureaucratic roadblocks that stifle investment and economic growth in the community.
At this point, all involved agencies must meet internally, coordinate directly, and resolve any outstanding issues among themselves rather than continuing to leave my client stuck in the middle. This matter should no longer be a back-and-forth between separate departments/agencies, it requires a collaborative resolution, and it requires it now.
Given the egregious delays and financial impact, this serves as a final opportunity for your jurisdiction to rectify the situation by issuing expedited permits immediately. If this matter is not resolved promptly, we will have no choice but to pursue legal action, including an appeal for claims on financial losses incurred due to these unwarranted delays.
Furthermore, I find it deeply troubling that a business owner willing to invest in this community has been subjected to such treatment. Elected officials and decision-makers should take note that such inefficiencies discourage future investment and harm the local economy. This situation is now being brought to their attention, and I trust they will share our concerns about how this process has been handled.
Please provide a clear update on the status of the permits and a definitive timeline for resolution. We expect immediate action and look forward to your response.
